What is Churn?
Sometimes CalFresh households are not able to complete their regular reporting and later come back to file a full reapplication. That cycle is churn. Households that remained eligible throughout their enrollment gap miss out on benefits. Counties must take on the extra work of processing “new” applications that could have been continued through a sometimes more streamlined recertification or SAR 7 process.
The charts below show churn in two ways:
- Recertification / SAR 7 Outcomes shows churning cases as a share of cases with certain reports due in a specific month.
- Applicants’ Prior CalFresh Connection shows churning cases as a proportion of all application processing work.
Recertification / SAR 7 Outcomes
One month of CF 18 for the selected county. California is the default. Combined sums Recertification and SAR 7 (a household is on one clock or the other, never both). Side by side splits them. Hover on the due stack is the five bands. The orange Reapplications band is a later new application; fold-outs under the stack split that band into eligible vs ineligible, when they came back, and estimated lost benefits. Recipes in Data notes.“Churners” are those that reapply, shown in orange.
